Open a new canvas any size you want, then set it to white

STEP 2:

Go to Filter &gt; Texture &gt; Grain and follow these settings:  

      

Intensity = 100 

Contrast = 100

Grain Type = Vertical









Step 3:

Change foreground color to any luminous color if you want and background to black  



STEP4:

Go to Filter &gt; Artistic Neon Glow and 

      enter following settings:  

Glow Size = 5

Glow Brightness = 15;

my very first tutorial ever.

really simple but yet has some touch of web 2.0 sleek style.

its kinda hard to make previews for the tutorials so i do not promise to give regular tutorials.



1.) start with a small file size of 200px in width and 75px of height and with standard settings of 72ppi.
